Living in Bulgaria / Later life

Retiring somewhere that works every day.

Less about the picture-postcard summer. More about pensions, prescriptions, neighbours, transport and a good ordinary Tuesday in February.

The short answer

Retirement in Bulgaria involves separate questions: your right to reside, how your UK pension is paid, whether you qualify for S1-funded healthcare, tax on income and whether the community is workable as your needs change. A UK pension alone does not prove a right to settle.

This is general information, not individual immigration, tax, legal, healthcare or financial advice. Rules and personal entitlements can differ. Verify current requirements directly with the responsible authority before acting.

Pension planning / October 2026

Verify your pension award and healthcare route separately.

Receiving a UK State Pension does not by itself provide Bulgarian residence permission. GOV.UK currently lists Bulgaria among locations where UK State Pension annual increases are generally payable, but your actual pension amount, overseas payment arrangements and eligibility must be checked with the International Pension Centre or pension provider. Occupational and private pension schemes have their own rules, charges and reporting requirements.

An S1 is a separate entitlement, not automatic cover for everyone who calls themselves retired. Ask NHS Overseas Healthcare Services whether you qualify, what documents are needed and how the certificate is registered with Bulgaria’s NHIF. Until the competent authorities confirm your position, do not assume that a future pension award or unregistered S1 guarantees current medical cover.

For cross-border income tax, check both domestic residence tests and the applicable UK–Bulgaria tax treaty provisions for the specific type of income. Avoid applying one generic tax rate to State Pension, occupational pension, private pension and employment income alike.

A pension is not a visa

Being retired may be relevant to a Bulgarian residence route, but you still need to check the immigration requirements that apply to your citizenship, family and history of residence. Previous Withdrawal Agreement residents can have different rights.

Before committing financially, clarify the applicable visa or permit, the evidence of income and accommodation requested, and whether your healthcare arrangements satisfy the authority's requirements.

How your UK State Pension works abroad

GOV.UK confirms that a qualifying UK State Pension can be claimed from abroad. Payments may be made into a UK or overseas account, subject to the current rules and bank details you supply. Check how international payment arrangements would work for your existing bank and budget in euros.

The UK State Pension is normally increased annually for people residing in the European Economic Area, which includes Bulgaria. Individual records and eligibility should be confirmed with the International Pension Centre. Private and occupational pensions can operate differently; contact each scheme.

If you receive a request for a pension 'life certificate', follow the official instructions and return it on time, as payments can be suspended for non-response.

Healthcare and the S1: check eligibility first

Some eligible UK pension recipients can obtain an S1 certificate and register it with Bulgaria's National Health Insurance Fund. This allows access to state healthcare under the relevant arrangements, but the S1 is not automatically issued to everyone who moves and does not eliminate every patient charge.

If you do not qualify for an S1, you must establish another valid route for health cover. Check with the competent authorities, and discuss prescriptions, ongoing treatment and access to appropriate specialists before moving.

Two tax systems, one personal situation

The UK and Bulgaria have a double taxation convention, with synthesised treaty text updated by HMRC in February 2026. That does not mean that any pension is automatically tax-free or that filing obligations cease in either country.

Where you are tax resident, the type of pension and any other UK income all matter. Ask a suitably qualified cross-border tax adviser to apply current law and the treaty to your particular figures.

Plan for changing needs

Try your shortlist in winter. Test the journey to a pharmacy, routine medical care and specialist treatment. Ask directly about public transport and accessibility rather than assuming you will always be able to drive.

Think about heating, isolation, backup power, personal support, relatives visiting, stairs, insurance and future care. GOV.UK notes that later-life social services and care-home provision can vary; do not assume a rural location provides the support you may eventually need.

06 / Practical guidance

A useful trial visit

Book ordinary tasks instead of a full sightseeing schedule. Buy groceries, travel to a doctor or hospital to confirm location and services, and see what it would take to obtain help without driving.

Speak to people who live locally, but label their experiences as experiences. A pleasant conversation is not proof that an emergency service, social service or pension arrangement will work for you.

Go a little deeper

A sensible order for pension planning

First obtain a personal State Pension forecast. If you are approaching State Pension age, the UK's overseas claim process normally becomes available within four months of that age. Contact the International Pension Centre rather than assuming claiming from Bulgaria follows an identical route to claiming while in Britain.

Payments, bank accounts and exchange costs

The State Pension can be paid into a qualifying UK or overseas account, subject to current rules. An overseas payment can involve currency conversion, so budget using the amount actually arriving. Contact your pension provider about account details, payment schedules and charges; do not treat an online estimated conversion as a guaranteed future income.

What annual uprating means in Bulgaria

The UK lists Bulgaria within the European Economic Area locations where UK State Pension annual increases are generally payable. That is not a personal award letter and says nothing about the tax treatment of a private or occupational pension. Verify entitlement, dates and amounts with the International Pension Centre.

S1 timing is a separate decision

An S1 is for eligible people, including some UK State Pension recipients. Eligibility, issue and Bulgarian registration are different stages. If you are not yet receiving a qualifying pension or benefit, do not assume that future S1 eligibility gives you medical cover today. Ask NHS Overseas Healthcare Services and Bulgaria's NHIF what happens during any gap.

Keep your pension record current

The International Pension Centre expects you to report changes such as address and bank details. You may receive a life certificate request, and the pension can be suspended if you fail to respond. Put a reliable postal/contact route in place before moving and do not send sensitive details to unverified intermediaries.
