Taking household belongings to Bulgaria

What can cross the border under transfer-of-residence relief, and which possessions still trigger customs, tax or registration duties?

Moving from the UK: the customs relief principle

Great Britain is outside the EU customs territory, so bringing your possessions permanently to Bulgaria is not automatically the same as moving between EU countries. EU Council Regulation 1186/2009, Articles 3–11 provides customs-duty relief for qualifying personal property when someone transfers their normal residence from a third country into the EU. Separate EU VAT exemption rules also apply, subject to their own conditions and customs evidence.

Requirements usually include prior normal residence outside the EU for at least 12 continuous months, possessions that have been owned and used for at least six months before departure (where relevant), and import normally within 12 months of establishing residence in the EU. Exceptions and special circumstances exist: get confirmation from Bulgaria's Customs Agency before shipping. Council Regulation 1186/2009 ↗.

What typically counts as personal property?

AreaWhat matters
Ordinary used household goodsClothes, furniture, household appliances and personal effects may qualify if genuinely used and for the normal needs of the household.
Personal tools and portable professional equipmentMay qualify where genuinely portable instruments used in an individual's trade or profession, but commercial stock and production equipment are not the same.
Private vehiclesPersonal-use motor vehicles may qualify for transfer-of-residence relief if the ownership/use and customs conditions are satisfied; later registration is a separate matter.
Alcohol, tobacco, business vehicles and trade stockDo not treat them as ordinary household-goods relief. Specific exclusions and separate import rules apply.
New purchases for resaleCommercial shipments need the correct customs declaration, classification, valuation and duty/VAT treatment.

A removal firm's quote or a 'gift' label does not establish exemption. Customs can ask for an inventory and proof of ownership, use and residence.

Timelines, documents and anti-abuse rules

  1. Before moving, prepare evidence of your previous non-EU residence (typically UK tenancy/deeds, council tax, employment, and utility records) and the date it ended.
  2. Document your Bulgarian residence, address and intention to establish normal residence there.
  3. Create an itemised packing inventory, with serial numbers for valuable goods and a separate declaration for a vehicle.
  4. Keep older purchase invoices, registration documents, insurance and evidence that major items were used at your former home.
  5. Arrange customs declarations/representative authorisation and ask Bulgarian Customs whether the goods meet the 12-month residence and six-month use requirements.
  6. Normally import within 12 months of establishing EU residence; there can be staged consignments and certain exceptional pre-arrival situations subject to additional guarantees.
  7. Goods admitted duty-free generally cannot be lent, pledged, hired or transferred for 12 months after customs release without notifying customs and settling duties if required.

Duty, VAT and charges: where they arise

Relief from customs duty and exemption from import VAT are distinct legal questions. Do not assume that duty relief automatically waives all charges. Outside a valid relief, the import declaration may attract EU Common Customs Tariff duty (depending on goods and origin), Bulgarian import VAT, administrative processing and inspection/storage costs. An existing personal possession may still require customs clearance even when its assessed duty is zero.

New goods, purchases made solely for the move, trade inventory, gifts carried for others, alcohol/tobacco and goods sold soon after import deserve specific checks. If a move originates in Northern Ireland, different customs/VAT rules may be relevant to the specific movement. Ask Customs Agency to confirm the route and documentation, rather than assuming Great Britain and Northern Ireland are identical.

Cars and motorbikes: customs clearance is only step one

A UK-registered car moved permanently to Bulgaria may need an import customs process, registration with Bulgaria's Traffic Police (КАТ), technical/identity inspection, suitable insurance, emissions or conformity evidence and registration tax/fees. Vehicle ownership and use rules for household relocation relief must be tested separately from registration and the UK DVLA notification.

  1. Confirm eligibility for duty and import-VAT relief with Bulgarian Customs before transport.
  2. Keep V5C, proof of ownership, UK insurance/use history, identity and customs paperwork.
  3. Check Bulgarian registration and inspection requirements for a right-hand-drive vehicle and whether modifications or homologation are needed.
  4. Notify DVLA when permanently exporting the vehicle, using the relevant permanent-export process.
  5. Do not drive uninsured or presume a UK policy will cover permanent residence abroad.

Pets: separate veterinary entry rules

Dogs, cats and ferrets travelling from Great Britain need their own pet-travel compliance, distinct from a household removal inventory. Check microchipping, rabies-vaccination timing, accepted animal-health documentation, tapeworm treatment where relevant and entry through the applicable designated point. The EU framework and the status of Great Britain may change, so consult the latest UK and EU official guidance before departure.
